The Ministry of Minerals and Natural Resources yesterday signed a Memorandum of Understanding with all the institutions operating under its auspices in an effort to promote efficiency.

Speaking before the signing, the Minister of Minerals and Natural Resources, Stanislas Kamanzi, underscored the importance of signing this MOU, pointing out that it will act as a progressive framework for efficient and quality service delivery.

"This MOU is going to help draw a line between activities and obligations charged with particular institutions so that their distinctive needs and tasks can be easily noticed,” pointed Kamanzi.

After signing the MOU with the line Ministry, the institutions signed MOU’s with each other to step up partnerships and collaborations within the five institutions that make up the sub sectors in the Ministry. 

These institutions under this ministry include Rwanda Environmental Management Authority (REMA), National Forestry Authority, Mining and the Water sector.    

The Permanent Secretary in the Ministry of Natural resources, Carolyn Kayonga, during a press interview revealed that the signing of these MOUs is intended to streamline and ease service delivery in all the sectors operating under the ministry.

She pointed out that the creation of mutual partnerships and operational compatibility between the sister institutions as the overriding goal of signing the agreements.

Some of these institutions have been colliding in their operations. For instance, in some of its activities, mining has degraded the environment which at times created disagreements with REMA whose attributions are to watch over the environment.

"This act was based on a needs and obligation matrix we conducted which led to the drafting of the rules and responsibilities of the different agencies, which will provide a harmonious and uniform delivery of services,” said Kayonga.

In his remarks the Natural Resources State Minister Vincent Karega acknowledged the pacts, noting that the MOUs will greatly enhance quality service delivery through instilling a culture of accountability and transparency.
