Social Security Fund has started a campaign of interesting low income earners to take up insurance policies. The fund boss says the campaign is to prepare Rwandans develop a saving culture for the future.

But critics say the move may be a marketing strategy for the social security provider to widen its market base. Henry Gaperi, the director general of the National Social Security Fund however insists many Rwandans have the capacity to save but only need mobilisation.

"Even those who sell tomatoes should insure themselves now when they still have the energy,” he said. Gaperi was yesterday meeting social security fund stakeholders at Hotel Novotel-Umubano in Kacyiru, a Kigali suburb.

After learning that some institutions cut their employees’ salaries but don’t remit the money to the fund, he promised to follow up. He promised to sue institutions exploiting employees in this manner.

Manasseh Nshuti, the Minister of Labour and Public Service in an interview said insurance is a must. And, employees should make sure that they insure their workers; otherwise it is against the law not to.
