Only Rwf.7 Million was embezzled - Report

EASTERN PROVINCE NGOMA — The office of the Ngoma District Internal Auditor has released the final report on the alleged embezzlement of millions of funds, meant for health insurance across the District Health Centres, indicating that only Rwf7, 101, 524 was embezzled.

NGOMA — The office of the Ngoma District Internal Auditor has released the final report on the alleged embezzlement of millions of funds, meant for health insurance across the District Health Centres, indicating that only Rwf7, 101, 524 was embezzled.

This is  contrary to reports that the figure stood at  Rwf55, 845, 249 which was earlier indicated in a draft report. The draft report was jointly compiled by the Ministry of Health, Ngoma district Police, the district health insurance office and the district internal auditor between October 29 and November 24 2008.

The final report, however, indicates that Rwf.1, 229, 448 has so far been recovered  from those who were implicated in the scam, while Rwf.5, 872, 078 is yet to be recovered. According to the report, all the 14 health centres in the district were found to be involved in the scam.

Nyange Health Centre in Mugesera Sector, according to a report, topped others in the mismanagement of the funds, with Rwf.5, 440, 574 forming the bulk of the missing funds.

Meanwhile, the then President of health insurance at Nyange Health Centre, Ignance Hategekimana, together with his two co-workers, Jean Marie Vivien Sibomana and Judithe Mukabigabiro are still being detained at Kibungo prison pending the court process to answer embezzlement charges levelled against them.

Other health centres which were implicated in the scam, but have not yet recovered the monies lost  are Jarama Health Centre with an outstanding of Rwf.225, 918, Sangaza with Rwf.130, 726 and Zaza with Rwf.130, 726 among others.
