With merging of institutions into single organisations, let us hope that such initiatives do not create bureaucracy.

OCIR-CAFÉ and OCIR –THE, were recently joined with the Rwanda Horticulture Development Authority (RHODA) to form Rwanda Agricultural Export Development Board.

Rwandan Insurance Scheme (RAMA) and the Social Security Fund of Rwanda (CSR) are now Rwanda Social Security Board; while the Rwanda Agricultural Development Authority (RADA), National Agricultural Research Institute (ISAR), and Rwanda Animal Resources Development Authority (RARDA) will be merged into the Rwanda Agricultural Board.

All these efforts to merge institutions are good as they improve the management system and also save our institutions from duplicating duties simply because they are under different names, however, assure us that merging the institutions will not instead increase bureaucracy?

If at all such steps have been taken, improved services should be able to reach the common Rwandan easily.
