Nyagatare Intermediate Courts has sentenced former governor Emmanuel Gasana to three years and six months in prison along with a fine of Rwf 36 million, for abuse of office.
Gasana, who previously served as Eastern Province governor, was found guilty of abusing his position but was cleared of charges related to soliciting and accepting illegal benefits in exchange for favors.
The verdict, delivered on April 11, comes after Gasana's arrest on October 26, 2023. The prosecution had initially sought a 10-year sentence and a fine of Rwf 144 million.

According to the prosecution, Gasana coerced businessman Eric Karinganire into providing free services, including the installation of irrigation facilities on Gasana's macadamia farm plantation in Rebero Village, Nyagatare District.
Prosecutors argued that Gasana exploited his position to unlawfully secure these benefits, promising to use his influence to aid the expansion of Karinganire's activities in various parts of the province.
Gasana, however, maintained his innocence, stating that he was unaware of Karinganire until he was approached about the irrigation project. He claimed that Karinganire sought collaboration with him, citing the businessman's background in studies in China and a working contract with the Ministry of Agriculture and Maraphone.

He emphasised that the services provided were in the interest of the population, citing his farm's proximity to essential resources facilitating the project's execution.
Gasana, appointed Eastern Province Governor by President Paul Kagame in 2021, has held various senior positions in government, including Governor of the Southern Province, Inspector General of the Rwanda National Police, and Chief of Logistics in the Rwanda Defence Force.
