NGOMA — The district will this year construct a plastic factory and a hotel worth Rwf.450 million and Rwf.800 million respectively.

This was disclosed on Wednesday at a ceremony where Sector leaders and directors of different units at the Ngoma district signed their 2009 performance contract with the district, held at the district headquarters. 

The performance contract that runs up to June, a month before Rwanda fully embraces the East African Community budgetary framework, highlights four major pillars of development including good governance, economic development, justice and addressing resident’s welfare.

According to the contract, the district will undertake several other development projects including constructing three modern markets in Kibungo, Remera and Rukumbeli Sectors worth Rwf.600 million,while striving to construct  133 houses for the Genocide survivors.

It also set out to offer health insurance to 18,180 survivors.The contract also stipulates that the district will also seek to plant 6,890,000 coffee trees.

The district, according to the performance contract, also intends to clear the backlog of all the 595 category One Gacaca cases that are still pending.

Other commitments included building 25 classroom blocks for primary and secondary schools, as well as building 10 nursery schools, and to connect internet to all the 27 secondary schools in the district.

Others who signed the performance contract with the district included development partners and the cooperative societies operating in the district.

These included International Rescue Committee, Global Fund, Intra-health Twubakane and the Elizabeth Glaser Pediatric AIDS Foundation, all promising to intervene more within the health sector.

82.07 percent of the district’s budget in other words approximately Rwf.4, 305, 791, 566 of the district’s budget was allocated to economic development and district envisages creating 19,000 jobs.

According to reports, the district treasury will finance 51 percent to the tune of Rwf.2, 183, 976, 285 of the total budget, while 49 percent, aproximtely  Rwf.2, 121, 815, 281 will come from the donors.

Presiding over the function, the Mayor, Francois Niyotwagira called on the leaders to ensure that all that was included in the performance contract is achieved.

‘This does not mean that you will have to neglect what you achieved before’, he said, further calling on the leaders to follow up closely the implementation of the projects agreed upon.
