Sectors’ performance contracts agenda evaluated

Executive secretaries from throughout Northern Province have presented the third phase of performance contracts to various districts and ministers in charge of overseeing the agreements.

Focusing on economic development, welfare, justice and administration, the contracts indicated that 70 per cent of the goals had been achieved.

Speaking after the presentation in Musanze, Minister of Energy Albert Butare said there should be clear reasons why certain target were not achieved and solutions made to correct the problems.

He called for a coordinated plan in line with Economic Development and Poverty Reduction Strategy (EDPRS) program, as the 2012 targets were being set.

Progress in different sectors was led by percentages of immunization, family-planning programmes, HIV/Aids strategies, and  use of mosquito nets.

In the justice sector, many cases were reported to have been settled through Abunzi, while Genocide cases were said to be almost finished.

Gashaki, one of the poorest sectors in the country, was reported to be with the highest percentage of people living below the poverty line, includoing over 988 widows.

Executive secretaries were asked to show clarification on the performance in the different phases of contracts.
