Silverbacks settled for third position as they watched hosts Ghana lift the 2018 Africa Bronze Cup on Saturday afternoon in Cape Coast.
Ghana beat Mauritius by 23-17 in a hard fought victory in the final to automatically earn promotion to the 2019 Africa Silver Cup.
In the third place playoff, Rwanda bounced back from the 57-0 defeat at the hands of Ghana to beat Lesotho in a consolation 32-22 win.
While the hosts landed a promotion to second division tier effective next year, the bottom side Lesotho got relegated to Division D while first and second runners-up, Mauritius and Rwanda respectively, remained in Division C.
The Africa Bronze Rugby Cup was the first tournament of the 2018 season of senior fifteen a side rugby on the continent. It is also the gateway to qualify for the Rugby World Cup.
