Minaloc urges Nyaruguru leaders to improve perfomance

MUHANGA — The Permanent Secretary in the Ministry of Local Government (Minaloc) Mr.Eugene Balikana has commended Nyaruguru leaders for efforts towards sorting  out misunderstandings among themselves.

The PS made the remarks on December 28th , during the closure of a two-day leaders retreat for Nyaruguru district held at St. Andre Centre Kabgayi in Muhanga district.

Nyaruguru leaders have had leadership wrangles which culminated in the resignation of certain top  officials in 2008.

Balikana said that the ministry doesn’t encourage such tendencies among public officials as each leader should be able to pursue the development goals and strategies through cooperation.

He said: ‘these wrangles have cost the district lost opportunities in development and good governance and hence the district has been lagging behind in implementing performance contracts within the province.

The governor of the Province Fidel Ndayisaba, on the other hand noted that in the recent provincial evaluation of performance contracts, Nyaruguru district had managed to move from the bottom position (8th) to the third position showing signs that the district had made efforts to address these wrangles.

The retreat also noted that some development strategies, like Ubudehe, Girinka, and Mutuelle de Sante and education pool, have been poorly implemented due to misappropriation of funds and poor leadership and participants recommended that such issues needed to be addressed in 2009.

Both the Minaloc Permanent Secretary and the Governor advised the leaders to desist from tendencies of corruption, plundering government funds, and instead meet the job requirements through exemplary leadership.
