I was watching news on Rwanda Television last Monday, when they reported that a certain police official, Edward Higiro turned himself in after a long period of being hunted down by police on corruption charges.

Normally, guilt haunts criminals and forces them to hand themselves in to authorities. Recently, government officials confessed that there are a good number of corrupt officials in authority.

Let them be traced so that we can completely rule out the vice. Officials can not tell the public what to do unless they are exemplary.
