Culture indeed does change but by a very slow accretive process rather than all at once in leaps and bounds. Exceptions to such accretion in cultural evolution occur when a culture is confronted by special circumstances, for instance, when it comes into sudden contact with another culture backed by greater force and superior technology and organization.
