Local Administrative Agency Entities Development Agency (LODA) will this month launch a mobile based system that aims to improve services delivered to citizens under Ubudehe social stratification scheme.

Laetitia Nkunda, the Director of LODA, explained to The New Times that the system, which is currently in trial phase, will help the public to get information easily about their categories and family members which can enable them to pay health insurance easily.

Subscribers (the public) will be accessing the platform by pressing *909# and follow instructions in their preffered language between Kinyarwanda and English.

The platform was developed as a part of the agency’s Monitoring & Evaluation Information System (MEIS), which facilitates coordination of social protection planning, household profiling, monitoring and evaluation of projects from the grassroots to the national level.

The system will also enable the public to access other information about government programmes such as Mutuelle de Santé, VUP, Girinka, among others.

It was developed in partnership with National Identification Agency (NIDA), Rwanda Social Security Board (RSSB) and Rwanda Online Platform Ltd.

Nkunda said that, once the system becomes operational, it will save the time and money that people would spend visiting their respective cells and sectors to check on the lists to know their Ubudehe status.

"Through the system beneficiaries will get different services… Everyone will access the information because it doesn’t require internet connection and it is free of charge,” she said.

She noted that the move should facilitate citizens to easily pay health insurance fee and seek other services.

In case of wrong information a person will be required to contact grassroots leaders for help..
