The nation should not panic over Rose Kabuye’s situation, the Director of State Protocol currently detained in France, as everything possible is being done to secure a quick trial and have her returned home in the shortest time possible.

The assurance was given yesterday by the Minister of Justice, Tharcisse Karugarama while addressing the 6th National Dialogue currently taking place at the Parliament of Rwanda.

"I know many of you are wondering, when is Rose coming or if she will come anyway, let me assure you now, Rose is coming, I can’t tell you when but all I know she’s coming,” said the Minister to the applause of the full house.

Kabuye who is currently in France following her controversial arrest in Germany is still waiting for a date to appear in court. She was arrested last month on indictments issued by French judge Jean Louis Bruguiere against her and eight other senior government officials and after one month, ever since her arrest, protests have been going on a daily basis staged by Rwandans of different walks of life, all calling for her immediate release.

Karugarama, who is also the Attorney General, said that a file with all the charges, some of which are equivocal against Kabuye, has been released by the French and is currently being studied, after which she will be produced in court to face ‘justice’. Karugarama said the charge sheet has been seen and there’s nothing to worry about.

"We have seen the file and I must say some of the charges are funny. Well they have others like murder, terrorism or being part of a terrorist group and many other vague charges. How can you call a ruling party in an independent country a terrorist group?” asked Karugarama in reference to the Rwanda Patriotic Front, (RPF) which the French Judge Louis Bruguiere accuses Kabuye and others to have belonged.

President Kagame at a press conference on Wednesday alluded to the possibility that the ongoing judicial process might see Kabuye’s bail conditions which are currently limited to France, extended out of the European country so that she can come back to Rwanda.

Karugarama said that Rwanda had come out strongly to condemn the abuse of international justice and the compromising of its independence in the actions of the Germans and French in arresting Kabuye, who had diplomatic immunity at the time of her arrest through petitions to the African Union and European Union.

"Like the President has said over and over, we will not sit back and watch as certain nations use their strength or economic supremacy to trample on our rights. It is unacceptable” said Karugarama attracting a deafening applause.

Subsequent to her arrest, Rwanda sent home the local German envoy and recalled the Rwandan envoy from Germany. However, the government maintains that the two countries have not totally cut diplomatic ties.
