Sacked city executive secretary Sagashya arrested

Police have confirmed they have in custody Didier Sagashya, the former Executive Secretary of Kigali City who was sacked earlier this week, and two other senior officials at the City Hall. The two officials are Merard Mpabwanamaguru the Kigali City Geographical Information System Officer and Enos Twahirwa, the Building Electro-Mechanical Inspection Officer who were both arrested on Tuesday evening.

Police have confirmed they have in custody Didier Sagashya, the former Executive Secretary of Kigali City who was sacked earlier this week, and two other senior officials at the City Hall.

The two officials are Merard Mpabwanamaguru the Kigali City Geographical Information System Officer and Enos Twahirwa, the Building Electro-Mechanical Inspection Officer who were both arrested on Tuesday evening.

Sagashya was arrested on Wednesday.

Police Spokesperson Assistant Commissioner of Police (ACP) Theos Badege told The New Times that "the three are being investigated for destruction of evidence, forging or altering documents.”

He said they are being investigated for having conspired to destroy documents about construction projects in the city sometime this year, adding that they would soon hand them over to prosecution.

On Wednesday the Chairperson of Kigali City Council Athanase Rutabingwa had told The New Times that the council had terminated Sagashya’s contract over a number of offenses bordering on the destruction of the said documents.

Rutabingwa said that Sagashya, who had held the office for just months, was also accused of insubordination and blackmail.

According to the Penal Code Article 571 and 609 destruction of evidence attracts a sentence of 1-3-year imprisonment and fines of Rwf300,000-1,000,000 whereas forging or altering documents is punished with 5-7years imprisonment and fines ranging from Rwf300,000-3,000,000

Sagashya has been the city Executive Secretary since February this year, and before that, he was the Director General of Rwanda Housing Authority.
