Fruitful outcomes from this event, which are of great importance not only to China’s development but also to the whole world, will lead China-Rwanda relations into a new era.
As Chinese ambassador to Rwanda, I am most delighted to share with your readers what I learned from this landmark congress.
First, on the basis of observing and analyzing the international and internal situations’ changes, the congress made a political judgment of significance that China’s socialism with its own characteristics has crossed the threshold into a new era.
It makes clear that the principal contradiction facing Chinese society has evolved from the one between the ever-growing material and cultural needs of the people and the backwardness of social production into the one between unbalanced and inadequate development and the people’s ever-growing needs for a better life.
Second, a two-step approach is put forward to build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful by the middle of the century.
By 2020, China will secure a decisive success in building a moderately prosperous society in all respects, meaning that poverty will be eradicated from the 1.4 billion population.
And it is estimated that per capital GDP of Chinese people will reach more than $10,000 by that time. The congress has drawn up a two-stage development plan from 2021 to the middle of the century.
In the first stage ending at 2035, socialist modernization will be realized in China, with GDP and per capita GDP respectively estimated at $43.6 trillion and $30,000, reaching a moderately developed country’s level.
In the second stage starting from 2036, China will develop into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful.
Third, the congress has established the historical position of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guiding thought and basic policy to unite and lead our party and people in order to uphold and develop Chinese socialism with its own characteristics in the new era.
A new generation of the CPC central leadership with General Secretary Xi Jinping at its core was elected.
Fourth, top-level design for Chinese diplomacy was made during the congress. It makes clear that China will hold high the banner of building a community with a shared future for mankind, promote to forge a new form of international relations featuring mutual respect, fairness, justice, and mutually beneficial cooperation, and build an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity.
China and Rwanda are intimate brothers, good friends, and close partners. Last March, H. E. President Paul Kagame paid a successful visit to China and had a fruitful meeting with President Xi. The two heads of state reached important consensus in deepening bilateral relations.
And the 19th National Congress of CPC will definitely bring new opportunities to China-Rwanda relations.
First, China remains firm in pursuing an independent foreign policy of peace. We respect the right of people of all countries to choose their own development path and endeavor to uphold international fairness and justice.
Standing for democracy in international relations, China will create an international environment which benefits African countries including Rwanda and the developing countries more.
Second, guided by the principle of upholding justice while pursuing shared interests and the principle of sincerity, honesty, affinity, and good faith, China will work to strengthen solidarity and cooperation with other developing countries, and increase assistance to them, especially the least developed countries.
By fully implementing the outcomes of the Forum on China-Africa Cooperation Johannesburg Summit and the consensus reached by the two heads of state of China and Rwanda, China will strongly support the poverty reduction and development career in Rwanda.
Third, development of China also brings new opportunities to that of Rwanda and Africa as well. It’s announced that China will import $ 10 trillion goods, attract $ 600 billion foreign direct investment, and invest $ 750 billion around the world in the next five years.
Actively promoting investment and productivity collaboration between our two countries, China will inject new energy into the national building of Rwanda.
