Refer to the story, "Technology start-ups: The potential waiting to happen (The New Times, October 23). Yes, indeed! Money is not the number one requirement for good products and services to emerge. What is lacking, in almost all cases beyond rampant improvisations, as indicated in the article, is the input from high level trained personnel in product and service R&D. There is where the entire Rwandan entrepreneurship should start and being promoted: a University level institution teaching product and service development.
