RE: "Rwanda cannot afford wasteful spending” (The New Times, September 6).

I totally concur with your editorial observation only that you should have mentioned the repeated reimbursements in some selected institutions. In the end, one discovers that culprits may be the victims of their superiors.

Almost all government institutions under ministries are subjected to checks which do not address the interference of the high authorities (ministries). This has led to failures in these institutions despite the changes in their leadership.

I would therefore advise our government to make thorough investigations without any favour to know the working environment of each institution and hence be ready to address the challenges on ground.
