RRA should keenly scrutinise car ownership transfers
There must be some weaknesses in Rwanda Revenue Authority (RRA). Why would they accept the transfer of car ownership without finding out what transaction is involved? If someone is claiming that he’s transferring the ownership to someone else, RRA ought to find out the relationship that exists between the two parties, and if they are not closely related, that should be a red flag already.
