Rwanda’s commitment to adopt efficient reforms in drawing an agenda for national budget and public finance management has been commended by the Pan-African, Collaborative Action for Budget Reforms Initiative (CABRI).

CABRI is a scheme initiated by continental budgetary officers with the aim of reforming public budgets and government financial management for an improved performance in developing the economies of member- states.

Speaking to the press in Johannesburg recently, Neil Cole, the CABRI Executive Secretary said that Rwanda’s commitment in dealing with corruption was crucial in improving the effectiveness of public finances.

"By improving efficiency and accountability in public finances and reducing corruption– the single most important sabotage to development ­– Rwanda is on the right track,” said Cole.

The network focuses on the exchange of knowledge and experience on budgetary planning, implementation and monitoring, and the configuration of budget reform processes among developing countries on the effective use of aid.

He said Rwanda was among the first countries to ratify the establishment of CABRI, evidence of its commitment to improve public finance management.

The Secretary General in the Ministry of Finance John Rwangombwa said CABRI was a good initiative from which Rwanda stands to benefit.

"We expect to benefit from experiences of other countries that are performing well like South Africa,” said Rwangombwa, who is also the Secretary to the treasury.

In a correspondence with The New Times, a CABRI senior official stated that budget officials throughout the continent can learn from their colleagues on public finance management reforms.
