MUSANZE — Kigali City Council has resolved to involve residents and members of the civil society in the city’s development plans.

This was one of the resolutions reached at a three-day leaders’ retreat held in Musanze district this week. The retreat was attended by City Mayor, Dr Aisa Kirabo, councillors, unit directors and the executive committees from the three districts that make up Kigali.

The participants argued that building a safe and fast developing city requires peoples’ participation in all developmental activities. The retreat largely dwelt on activities which can influence fundamental change in the city.

According to Dr Kirabo, the participants will also assess the extent to which previous plans have benefited the town dwellers and scrutinise the proposed performance contracts.

It was recommended that the city adopts proper mechanisms to address issues of expropriation and resettling residents who are evicted from other city suburbs.

To this end, a special committee would be instituted charged with handling land issues. Authorities were asked to sensitise residents on the City Master Plan before they carry out any developmental activities in the city.
