Such cables from the ambassador to his superiors, as earlier as October 1990, indicate that, at the outset, the superiors in Paris knew of the impending tragedy - but this is equally applicable to other countries, like Belgium, Great Britain, USA, and Canada, which had embassies in Kigali at that time.

True. Such cables from the ambassador to his superiors, as earlier as October 1990, indicate that, at the outset, the superiors in Paris knew of the impending tragedy — but this is equally applicable to other countries, like Belgium, Great Britain, USA, and Canada, which had embassies in Kigali at that time.
Ambassadors are always required to report back on the political developments in the host country.
Therefore, what France knew of the Genocide against the Tutsi, there are 100% chances that those other countries knew it as well.
