RE: "MPs turn back bill establishing Rwanda Investigation Bureau” (The New Times, February 27).

I am glad to clarify that the bill on Rwanda Investigation Bureau (RIB) was not turned back as alleged in the article because when it came to approving article by article, the MPs stopped having approved twelve (12) articles because it was already time for closing the plenary session (18:00), and this will continue as soon as the bill is put on the agenda of the plenary session in this month of March 2017.

As reported though, the MPs had quite a number of questions on the bill, and the Parliamentary Standing Committee on Foreign Affairs, Cooperation and Security in the Chamber of Deputies that dealt with the bill right from the beginning agreed to include a new article in the bill to deal with explanation of certain technical terms, for the sake of shading more light on the technical terms therein.

The members of the Bureau for Parliamentary Standing Committee on Foreign Affairs, Cooperation and Security in the Chamber of Deputies, together with the Minister of State for Constitutional and Legal Affairs, flanked by his technical team, will be ready next time the bill is tabled to continue answering questions from the floor and receiving other opinions from the MPs, but again reminding the general public that the voting on the bill went on well without any hassles.

This, therefore, rules out what was reported in the article.
