The meeting, which took place on Thursday, brought together officials from district to village level, and representatives of security organs, among others.
It coincided with the week in which Rwandans mark Heroes’ Day, which was celebrated on Wednesday.
"Had our heroes not sacrificed themselves, we would not have gone this far. Heroism is not inborn but it’s rather strived for. You should commit to be heroes in all you do,” he said.
Kaboneka urged them to avoid complacency.
"Despite registered achievements, there are still problems to solve and a lot to accomplish. If we have security, we want the maximum. Work together and be responsible, you will succeed,” he noted, calling upon them to remember their pledges to citizens and uphold their oath.
Statistics from police indicate that the most alarming crimes in Nyarugenge include drug abuse, forgery, robbing, human trafficking and domestic violence, among others.
The meeting took place at a time when the city is cracking down on street vending and illegal settlements.
It was pointed out during the meeting that some offences are committed under the watch of local authorities, a phenomenon that was castigated by the Mayor of the City of Kigali, Monique Mukaruliza.
"We are trying to end disorganised vending, settlement, among other issues. But some local officials seem to overlook or cover up on these vices. A resident cannot construct a house in a high risk zone or violate the master plan up to completion without knowledge of the village leaders. In some instances, we believe there is some conspiracy between some of these people with local leaders,” she said.
Mukaruliza said the progress of the nation will only depend on the honest service of those in leadership, at any level.
