I think this is a good step in water and forestry management. In most countries, water and forestry are jointly managed. With this water body, it is also important to include specific unit of Lake Kivu monitoring due to important activities planned and ongoing there.
For example for Lake Victoria, there is a team of limnology specialists, ecologists who monitor the lake regularly. This new structure will supplement studies in aquatic life (saprobic index; what fish; invertebrates species do we have in our rivers; which of them are threatened; how to protect them...).
In all cases, these three bodies need to continue to work closely because land management, land use, mining are linked to water and forestry management. John
