Gaddafi, 24, has been number one transfer target for both Vipers and KCCA but Rwandan side Mukura have now emerged as frontrunners for his services.
Times Sport can confirm that the Huye-based side has contacted the player who also fancies embarking on a new challenge in Rwanda.
Mukura are looking for an offensive midfielder to replace Elia Kategeya who was signed by APR in December and the club management is convinced Gaddafi would fit the bill.
Gaddafi previously played for West Nile FC, Onduparaka FC as well as Wakiso Giants FC all playing in the Uganda Premier League.
