If you want to speed up the process of getting street vendors to move into the new markets, it might help to fine the buyers, not the vendors. Maybe even increase the fine.

If you want to speed up the process of getting street vendors to move into the new markets, it might help to fine the buyers, not the vendors. Maybe even increase the fine.
That way, customers will be much more willing to shop at gazetted marketplaces, and not in the streets. Consequentially, the vendors will follow the customers and move their wares into the market.
Also, as mentioned in the article, there needs to be more publicity about the new markets, at least once a day.
