The Minister of Justice and Attorney General, Johnston Busingye, yesterday inaugurated the newly constructed Eastern region police headquarters built under the ongoing Rwanda National Police (RNP) infrastructure development programme.

The event was also attended by the Inspector General of Police (IGP) Emmanuel K. Gasana and other officials from police, army and the provincial authorities.

The one-storey facility located in Rwamagana District was built at a tune of over Rwf577 million and it includes 36 rooms with two conference halls.

It will accommodate the regional offices, the District Police Unit (DPU) of Rwamagana and Kigabiro Police Station.

Busingye, who now has the police under his docket following the scrapping of the Ministry of Internal Security said, it will improve service delivery, save time and resources that the people incurred to acquire services from different centres.

He noted that Rwanda’s success lies in the visionary leadership under President Paul Kagame; the commitment and partnership of institutions and the citizens to utilise the "little resources” to realize the set goals.

"We have not achieved all this because Rwanda is rich; it’s because Rwandans are rich in their way of thinking and doing things, their willingness and focus to results, even doing more using less resources at our disposal,” Minister Busingye said.

He commended RNP for its "actionable infrastructure development programme” defining it as a "milestone” through which it also constructed its general headquarters, Kigali metropolitan block and the head offices of the Southern region.

He also hailed the existing partnership between RNP and local government especially districts, which is defined under the agreement that binds both entities in community policing and human security as well as developmental activities.

"This kind of partnership is the real definition of good governance where all institutions work together, and involve the people for the wellbeing of every citizen,” the Minister said.

Minister Busingye, however, warned of "severe consequences” against anyone that will be caught in illegal dealings noting that they are currently reviewing the Penal Code to ensure that the gravity of the offences match with the penalties.

The executive secretary of the Eastern Province, Jean Marie Vianney Makombe appreciated the existing partnership between the province and the police in crime prevention, implementation of government development programmes to uplift lives of the people.
