World Vision is seeking to hire a qualified, dedicated and experienced national to fill the following position:

Position: HEALING, PEACE BUILDING & 
               RECONCILIATION, MONITORING &
               EVALUATION OFFICER (HPR, M&E OFFICER)

Reports to:  HEALING, PEACE BUILDING &
                    RECONCILIATION   COORDINATOR.    

Job Location: Gicumbi

Purpose:
To collect, manage and share performance information with all stakeholders to guide the programming of Healing, Peace building and Reconciliation initiatives

Major Responsibilities
1. Participate in and contribute to the process of developing project performance standards and indicators.
2. Participate in the design of M&E tools and collection of the baseline information to benchmark project indicators.
3. Develop and implement an appropriate strategy to ensure timely and accurate data collection and reporting
4. Produce quarterly reports that reflect program performance indicators
5. Establish a database system, management information system and ensure its accessibility to relevant stakeholders
6. Assist WVR staff to interpret and disseminate M & E data in relation to project impact, outcomes, outputs and activities.        
7. Organize and facilitate M & E training for staff and partners to understand M & E concepts and processes
8. Work with consultants where necessary to conduct project baseline surveys and evaluations
9. Interpret partnership standards and indicators for project staff and help conceptualize such standards and indicators.
10.  In collaboration with the project manager and Technical services team, develop and implement a monitoring system to help the project collect reliable data on the project performance
11. Analyze, organize and interpret the project information and communicate it to the project manager.
12. Review, revise and implement evaluation and research processes that ensure staff and community participation in planning, implementation, monitoring and evaluation of HPR activities.     
 
Knowledge, Skills and Abilities required
The following knowledge, skills and abilities are required:
• A minimum of university degree in statistics, management, economics, project Management, Psychology or related field.
• At least two years’ work experience in Monitoring and Evaluation of development projects
•  Demonstrable skills in designing and implementing M & E systems, including performance tracking and impact evaluations
• Demonstrable experience in training, supervising and backstopping staff
•  Good analytical skills and knowledge of processing row data to translate it into clear and meaningful learning and/or principles
• Skills in scientific and operations research.  
• Committed to growing as a Christian
• Ability to write and speak English. Knowledge of French is an added advantage
• Computer skills in MS word, Excel and power point   
• Willingness to learn
• Team player.
• Must be Rwandan by nationality.
