"We are going to open our doors for these people (skilled labour and entrepreneurs) to help us develop,’ Karega said.
But hastened to say that: "It does not mean that our country will be a dumping place.”
To qualify under this arrangement, entrepreneurs will be required to invest a minimum of $100,000 about (Frw54 millions) within a period of two years and $20,000-100,000 (about Frw10-50 million) as an initial investment capital.
The stakeholders behind the policy include; United Nations Conference on Trade and Development (UNCTAD), Ministry of Commerce, Industry, Investment Promotion, Tourism and Cooperatives and Rwanda Investment and Export Promotion Agency (Riepa).
The stakeholders want temporary residence visas and work permits issued to large entrepreneurs, their dependants and after five years they can be granted citizenship.
