Only Uganda and Tanzania, besides hosts Rwanda, have taken part in the last two editions.
"We have already sent invitations to all the five countries including Uganda, Kenya, Ghana, Tanzania and Nigeria,” Mugabe said.
The four day competition is slated to run from 10th to 14th June at Kicukiro cricket ground.
Mugabe also said that the participating teams, in addition to competing for the trophy, will visit memorial sites, where they will be briefed about the consequences of bad leadership that led to the 1994 Genocide against the Tutsi.
Last year, Kenya beat Uganda to win the title. Since 2014, the Ministry of Sports and Culture, and the Rwanda National Olympic Committee, have been encouraging national sports federations to organise memorial tournaments in honour of players, coaches, administrators and fans of the respective sports disciplines killed during the 1994 Genocide against the Tutsi.
