Musoni wants performance contracts to go regional

RWAMAGANA — The Minister of Local Government, Protais Musoni has said that performance contracts should become regional by 2010 due to their success in Rwanda.

He was speaking Thursday at Avega Centre where Mayors of the Eastern Province were presenting their annual performance contracts achievements.

"We have become experts on the use of performance contracts, so we hope by 2010 it will no longer work on national standards, but go to neighbouring countries and adopt their good standards as well,” Musoni said, stressing that there is a great improvement, from higher authorities to Cell levels.

But there is need to take it to family level and make them fully understand and own them, he noted.

At the function, districts were ranked according to their performance in the implementation of the performance contracts. Nyagatare beat others with 82.3 percent, Kirehe followed with 82, followed by Bugesera 79, Ngoma 77.8, Kayonza 76.4, Rwamagana 75.7 and Gatsibo 73.3
"Performance contract, I say it is with you and it is a result based management using performance cycle. We get to know the problem, whose it is, if mine or ours, we come together and look for a solution. This leads to development,” the Minister said.

He appealed to leaders to consider adopting positive innovations from other districts.

The Minister for Cabinet Affairs, Dr Charles Murigande urged leaders to establish the number of pupils attending universal primary education, those who don’t attended and the reason why they don’t study.

Murigande commended the region’s efforts in supporting gender campaign and asked them to have statistics showing the impact.

Area Governor, Dr Ephraim Kabayija, observed that the region leads in livestock production, but there was need to increase the quantity of produce per cow.

Also in attendance was Minister of Agriculture, Christophe Bazivamo, of Commerce, Monique Nsanzabaganwa, Minister of Youth and Members of Parliament.
