Why should the UN wait until chaos heightens in order to react?

After fierce fighting between government and rebel forces in the Democratic Republic of Congo (DRC), the UN and European Union now talks of sending more troops to stop the catastrophe.

Why did they fail to address the real issue in the first place, of eliminating militias like FDLR who are the major source of the conflict?

It is wrong to treat symptoms of a disease, but right to treat the causes.

Unless the UN understands or accepts the real causes of the conflict in the DRC, its mission will remain useless.
