RE: "Crime deterrence in focus as Penal Code goes under review” (The New Times, February 12).

This is very shocking indeed. If nobody has ever complained about adultery being illegal in our laws, then why bother redress it?

Rwanda is a highly religious society, and I hope these are not efforts to illegitimize religion in the country. How can legalizing adultery and prostitution deter crimes? On the contrary it will breed anarchy, because should they be made legal the institutions of marriage and family will die and many other vices will come up.

Even going by the Rwandan values alone, this would be an unacceptable development. This will never serve the general good.

I hope it will be possible for the draft to be circulated for our information.
