I'm not surprised by rape allegations against Congolese peacekeepers

RE: "CAR: UN to send home Congolese peacekeepers over rape allegations” (The New Times, February 6).
How did DR Congo’s soldiers find their way to UN peacekeeping mission in the first instance?
From time immemorial, Congo’s army is known to be among the worst when it comes to discipline. Didn't the UN know all the rape crimes that this army inflicted on its own citizens? How did the UN accept them without first doing background check, assuming it pretends to know nothing about the troops’ crimes? To me, the UN also has a case to answer.
