How does police handle foreign registered cars intercepted in Rwanda?

RE: RNP hands over recovered car to British authorities (The New Times, February 9)

How about the posh Mark X vehicle, registration number UAN 400C, that was stolen from Japan and sold to Ugandan by the name Moses Kananura Ndizeye, after it was intercepted in December last year following Interpol notice.

According to RNP, that car was handed back to Moses Kananura because the insurance company had already paid the registered owner.

I strongly believe that that car should have also been returned to the Japanese Insurance company that paid the owner. Insurance companies’ role is to return the insured to the original state prior to the loss and they have the right of recovery in case the lost or stolen property if finally found.

I am 100 per cent sure that the owner of the car that Police has just handed back to their British counterparts also got compensated by his or her insurance company. I am confused as to how then Police can handle two almost similar cases differently.
