RE: "Motorists call for creation of more city parking space” (The New Times, February 3).

A viable solution is to allow private parking spaces where individuals can rent out parking ata fee. It’s a win-win—private sector is involved and Kigali parking shortages can be eased.

However, the City of Kigali should probably regulate private parking with a policy, standards and standard fees to avoid being overcharged. There are so many empty lots that, it seems, owners are not able to develop, but also don’t want to dispose of it either.
