Earlier in the day, Rwanda had overcome Sudan 4-2, also through penalty shootouts after both sides had tied 1-1, with both goals coming in extra time.
Rwanda and Uganda have previously met thrice in the final of the annual regional tournament with Uganda Cranes coming out on top on all occasions – in 2003, 2009 and 2011.
Amavubi, under Northern Irishman Johnny McKinstry, will come up against former Rwanda coach Milutin 'Micho' Sredojević, who will be looking to ‘revenge’ for being sacked one year into his two-year contract in April 2013. Micho took up the Cranes job a month later.
