RE: "Economists vs. Economics” (The New Times, September 14).

Great insight; empirical element is so important! Homegrown innovations are also imperative for successful policy prescription and implementation. Institutional settings, contexts, behavioral issues, relationships, all of this define the trajectory.

Most important of all, there are the people – true implementers of policy.

President Paul Kagame is right in praising the resilience of Rwandans and their role in making Rwanda achieve all MDGs but three that are partially met.
