Gilbert Mbonyinshuti scored a match high 9 goals for APR, who are fresh from winning the East Africa Military Games title in Uganda last month.
After match day 17, Police, who have four matches left, top the league table with 48 points, nine ahead of APR, who have played three games less while ES Kigoma are third with 35 points and College Inyeramihigo occupy fourth place with 31 points.
