The issue of HIV/Aids in Africa represents not only the biggest public policy challenge facing the continent, but also one of the most intractable issues facing the global community.
As the full scale of the devastation wreaked by HIV/Aids becomes more apparent, the HIV/Aids epidemic is also likely to have a profound impact upon the practice of statecraft.
We have invested a lot in the war against the pandemic, and yet, I do not see big changes.
People’s behaviours have not changed a lot and in some cases have deteriorated.
HIV being a social related problem must be given a social treatment.
Availability of condoms and anti-retroviral drugs is simply not enough. Tackle the issue of behavioural change.
