During the event presided over by President Paul Kagame at the Parliamentary Buildings, Prime Minister Anastase Murekezi announced Ngoma emerged second, while Ngororero and Nyanza tied on the third spot.
Kicukiro District, which for the past three consecutive years topped other districts on implementing Imihigo, this time, emerged fifth.
Gakenke District emerged the last.
Addressing the gathering after the announcement of the results, President Paul Kagame said that questions must be asked on why some districts have consistently performed poorly and gotten away with it.
"We need to know why some districts have underperformed while others remained in the same position,” said President Kagame, giving an example of Gatsibo District, which emerged 24th out of 30 districts.
He said that generally, there had been improvement and called for sustained efforts to achieve more.
Eugene Kayiranga Muzuka, the Mayor of Huye District thanked the people of Huye and other development partners for the achievement, saying that this would encourage them to work harder, to keep this position.
