Leadership right from the cell level is occupied with different tasks that necessitate the smooth running of all affairs that constitute fostering a culture of good governance.

However, they are not catered for as should be, as far as incentives are concerned. Considering the fact that they are the people responsible for almost all the success that is registered, it becomes rather imperative that a reward in terms of appreciation is extended towards these leaders.

Grass root leaders are faithful citizens who work round the clock to make sure that the projects proposed by the government are implemented.

Incentives can be in terms of logistics, which can help to facilitate their daily activities, to limit hindrances to progress. 

Examples could be things like transportation facilities, which can come in the form of bicycles, motorbikes, radios that do not work with batteries, and Tuvuganes (commercial wireless telephone sets).

All these things should not necessarily be free of charge but can be given at half price if they are so costly. This will in fact encourage them to work harder and with no ideas of corruption running through their heads.
