Refer to the article, "Anti-corruption Council calls for efforts against graft” (The New Times, April 18).
Corruption is not just a bribe you give to an officer to get your way in whatever venture you are up to, it’s anything that infringes on human rights and access to basic services of others.
Corruption should be looked at in a broader perspective; it should not be limited to biddings for the markets, police and traffic, judicial and appointing authorities. Corruption penalties should be for all the corrupt regardless of their position or seniority. How can you penalise someone for misappropriating mituelle de santé funds and you leave behind his superiors who should have taken the political responsibility as the supervisors. Does it make sense to fire a mayor for not achieving "imihigo” and you leave someone who was responsible for failing a hydropower plant project. Uniformity should be the pillar of corruption warfare.
