Evariste Murenzi, the Commissioner General of Rwanda Correctional Service (RCS), and his delegation are currently in Belgium to attend the 25th annual general meeting of the International Corrections and Prisons Association (ICPA).
A global gathering of nearly 800 correctional professionals and experts commenced on October 22, and it is set to conclude on October 27.
This year’s meeting is organized under the theme "humane corrections: what more can we do” and emphasizes the critical role of prevention programs and community-based alternative sanctions in the field of corrections.

The RCS attendance presents an opportunity to gain a comprehensive understanding of contemporary approaches, ideas, and technologies concerning the rehabilitation and reintegration of inmates into society after their release from correctional facilities.
Meanwhile, in October 2025, Rwanda is set to host the 27th ICPA Annual General Meeting, marking only the second occasion on which an African country has hosted this event. The first instance was in Namibia in 2014.
In 2015, RCS was awarded by ICPA for its efforts in using biogas to combat environmental degradation.
The award aligns with the ICPA annual correctional excellence awards, which aim to recognize outstanding progress and excellence in fulfilling its mission, especially achievements that promote humanitarian approaches and professional corrections.
