Hooliganism must be discouraged

The officers did exactly what they were required to do. I am failing to understand why a group of people can really decide to rise against members of the law enforcement organ.

In the first place, the officers trekked down to investigate a case involving cattle that had destroyed crops belonging to a local resident; this is exactly what the officers had to do.

But what is worrying is the fact that, instead of complying with what they were being instructed to do, the residents (cattle keepers) organised themselves and launched an assault on the officers.

Such malpractices cannot be accepted in any part of Rwanda. Arresting such hooligans was simply an ideal solution.
