It is clear that for any development to take off there must be the necessary infrastructure to facilitate the basics that act as the foundation.

However, most infrastructures that were established through hardships are vandalized at personal level.

In this case, one can take an example of electric cables, which are dug out at night, and subsequently sold off illegally.

When the people around are advised to keep vigil so as to guard against such undesirable elements within the society, the masses complain that it should be the duty of Electrogaz to guard against cable theft.

One then wonders as to how Electrogaz will find means of availing the necessary manpower that will be over seeing each and every house hold, around the country. 

It should be part and parcel of every person’s responsibility in Rwanda to make sure that those primary and essential items remain in their proper technical form;

without making the government incurring more financial expenditures, moreover when the masses would have protected the same infrastructure more easily and efficiently.

I think it is every body’s duty to play a developmental role in safeguarding what is already in existence, and stop a notion of saying that I am not concerned.

How on earth does some one destroy a pipe that supplies your house hold with water and you wait for Electrogaz technicians to save the situation as if it requires any other additional knowledge other than common sense? No wonder what is called common sense is not common.
