Rayon Sports Secretary General Aimee Emmanuel Niyomusabye told this paper that Mfutila is in the country and that initial talks have progressed well.
"He came on Saturday and we have had some preliminary discussions. We hope to reach a deal tomorrow (today),” Niyomusabye said.
Mfutila was in charge of APR in the 2007/8 season and won a treble with them the league, Peace Cup and the Cecafa club championship.
Rayon Sports tried to hire the Congolese tactician in 2009 but both sides failed to reach an agreement.
The Blues are currently being coached by Sosthene Habimana who has guided the side to second place, one point behind arch rivals APR after 7 league games.
Rayon Sports had initially wanted former U-17 and U-20 Amavubi coach Richard Tardy but failed to agree personal terms with the Frenchman.
Mfutila has previously been in charge of various DR Congolese clubs like TP Mazembe, Vital Club, St Loi Lupopo, Don Bosco and the DRC national team.
