I thank the President for the impressive speech he gave at Chatham House in London on October 21. Indeed it required a leader of President Kagame’s caliber to successfully drive through those difficult days. Some foreigners need to know that dialogue and consensus is an important feature of a true democratic dispensation.

Our decentralisation programmes have reached very impressive levels, including a very constructive and people-centred justice that reconciles our population at the same time thanks to President Kagame’s leadership.

Above all, Rwandans were given the dignity they deserve. The list is just too long.
