I think Caf could have done better by taking a decision after having heard from every side (Rwanda and Congo). They could have probably asked whether the player in contention (Dady Birori) ever played for another national team.

Secondly, they could have investigated which of the two passports (Rwandan and Congolese) preceded the other. If the player confessed that he was a refugee from Congo, is there any proof that he was repatriated back to Congo?

The issue of being Congolese should have caused no problem as many Congolese played (and are still playing) for other national teams elsewhere in Africa and Europe. The only problem here is dealing with a player who "tricked” everybody (Caf, DR Congo and Rwanda), and I am wondering why Rwanda should be a victim here.

If the Rwandan national team was to be punished, it would have been forfeiting the results of the first match of which Congo won, but why punish them for the second match which we won and which Birori did not feature in?
