Musanze—An evaluation exercise being held in Musanze is assessing the general performance of Gacaca jurisdiction in the area.

In a meeting bringing together all Gacaca presidents, Inyangamugayo and local security authorities, Gacaca was heralded for settling 99 per cent of the cases brought.

Five cases in Shingiro sector involving compensation of the property were reported to be the only remaining cases
Speaking during the meeting, National Executive Secretary of Gacaca jurisdiction Domitila Mukantaganzwa said that lack of cooperation in giving out information and concealment of evidence delayed Gacaca cases.

She cited the issue of compensation for the lost property as the main obstacle which hindered quick proceedings of the local courts.

Three provisions in regard to the lost property are being suggested; returning what was being taken; paying back in cash for what was being destroyed or stolen; or working to install what was being destroyed.

Mukantaganzwa however said that there was lack of clear dissemination of information on handling of cases relating to the lost property.

All Gacaca cases in the country are expected to have been finished by the end of this year, specifically those under the second and third categories; those involving killing, conspiracy to murder and stealing.

Akimana Latrice, a Inyangamugayo from Cyuve sector said Gacaca had helped bring together the community, and to consider Rwandans as one people.
